Thanks for your feedback. I am Having the same problem. Some Things Changed to English when I changed the language, but not the essential things like the Control panel or any of the main things used.
I have English as a keyboard language, but it doesn't help if I can't understand the Windows menus.. I bought a laptop and it came with interface language Russian.
I dont speak or read for that matter russian very well so when i tried to change it to any of the English versions of the language i could do it only for the keyboard. It appears that it is locked for me somehow.
Wheni tried to download any of the languages i actually understand for Win8. The irony is that 2 years ago I bought a machine with Windows RT and i could change the language! Does it works? Is it possible at least?
