It won't download the Download Updates or the Process Updates. Be safe out there! Same problem Live Update not completed on a Win 8. I do not have any problem with Live Update on a Win 7 system running the latest version of N Premier. It happens on all my computers: two Windows 10 pcs, and three Windows 7 pcs. Until now I'm still getting "Failed to complete update" error on all of them.
Well, it now seems to have downloaded and installed all live updates at last. Perhaps it was a problem at the Norton server end after all. All OK now just gone back tonight to see if it was just a glitch, so no need to uninstall and such, this has happened before once or twice, you just need to keep trying.
FWIW, as a rule of thumb - taken from the following link - holds true also even if you do not receive an error code.
An intermittent problem with the LiveUpdate servers can cause this error. You can be assured that this problem is fixed quickly.
Wait for 24 hours and then run LiveUpdate again. You may notice this error when you run LiveUpdate manually. LiveUpdate downloads these updates automatically, and often by the time you manually run LiveUpdate again, the updates will be installed successfully. If the virus definitions of your Norton product are out of date, you can use Intelligent Updater to update it. I know it is a pain - but users have no control over the Norton servers.

I didn't have the Fast Startup option in Power Settings but I followed the instructions to disable it in the registry. Reinstalled, then manually ran live update several times until no more updates were found.
Hopefully this takes care of it. It's been several days since updating the registry to disable fast startup, reinstalling Norton and manually running updates over and over until no more updates came up. Issue has not recurred so I think the issue is resolved. Hopefully whatever MS did with the recent update that caused the issue is resolved so people don't keep getting this in the future. I haven't had this problem in the last week, since I reported it.
It's too early to say that it's been resolved, though, as it was only happening sporadically. Maybe another week or two would be enough. IF, you have installed any recent Windows updates those do at times re-enable fast startup. You've said you are running Windows You should NOT have to edit the system registry to disable that setting.
Its listed when you select "Choose what the power buttons do". Then click the statement in blue " Change settings that are currently unavailable".
